EurObserv'ERコンソーシアム、 欧州27カ国の2009年の再生可能エネルギー関連の統計データを公表

　再生可能エネルギーに関する各分野の指標や統計を公開している、EurObserv'ERコンソーシアムは、ヨーロッパの2009年度のデーターを公開しました。
　全体で200ページ以上-10MBもある英仏語合冊の報告書のタイトルは、

1ユーロ=115円として、12兆円を越えます。ちなみに、総人口は5億人を越え、面積は 4,324,782km2　とのこと、日本が377,914km2（いずれもWikipedeia調べ）なので約11倍。EUの再生可能エネルギーの導入目標は、2020年に総エネルギーに対して20%を掲げています。

　EurObserv’ER consortium released ‘The State of Renewable Energies in Europe’: EU-27 renewable energy share increased to 11,6% in 2009

Key data for the year 2009:

　EurObserv’ER is the first in disclosing an estimate for the renewable energy share of gross final energy consumption in 2009, calculated at 11.6% compared to 10.4% in 2008. This increase of 1.2 percentage points results in a renewable energy consumption contribution of 131.7 million tonnes of oil equivalent (Mtoe) in 2009 (up 6.3 Mtoe) of a total of 1136.4 Mtoe in real terms. One important element of this result is that over half the growth in the share observed in 2009, despite impressive growth in some renewable sectors such as PV,
cannot be attributed to the rise in renewably-sourced final energy consumption alone (EurObserv’ER data) but instead stems from the plunge in total gross final energy consumption based on the drop in gross inland energy consumption. (See pages 96 - 99)

EurObserv’ER estimates that for the year 2009 the renewable energy share in total primary
energy consumption has gained 1 percentage point with respect to 2008 (from 8.4% to
9.4% in 2009) and the renewable energy share in total electricity consumption has increased
almost 2 percentage points (from 16.4% in 2008 to 18.2% in 2009). (See pages 89 - 95)

‘The State of Renewable Energies in Europe’ is a synthesis of the Technology Barometers
published during 2010 (with data up to and including 2009). The publication gives detailed
capacity and energy performance data for all 27 Member States of the European Union
(for wind power, photovoltaics, solar thermal energy and solar thermal electricity, small
hydropower, geothermal energy, ground source heat pumps, biogas, biofuels, municipal solid
waste, solid biomass and ocean energy). (See pages 10 - 163)

Socio-economic indicators (employment, turnover)

Included as well in ‘The State of Renewable Energies in Europe’ is a chapter on socio-
economic indicators (employment, turnover) for most renewable energy technologies.
EurObserv’ER estimates the renewable energy employment at 912 thousand jobs and a
turnover of 120 billion euro (for the year 2009 in EU-27). (See pages 100 - 169)

Regional case studies
The publication presents five country case studies, where specific regions are particularly
strong in renewable energy industry: Portugal (Baixo Alentejo), Bulgaria (Sofia District),
Northern Ireland (Camphill Community), Belgium (Wallonia) and the Czech Republic
(Kn??ice) (See pages 170-189).

The EurObserv’ER Barometer regularly publishes indicators reflecting the current dynamics
in renewable energies (solar, wind, hydropower, geothermal and biomass, biogas, biofuels)
worldwide and within the European Union. In ‘The State of Renewable Energies in Europe’
two additional technologies have been assessed: solar thermal electricity, small hydropower
and ocean energy.

The EurObserv’ER barometer is a project supported by the European Commission within the

　EUとて、気候変動およびエネルギー問題への対応は、本当に大変なところです。そんな中で、バックキャスティング的な方向で施策、政策を進めようとしている点が、日本と大きく違う点でしょうか？　EUも日本も短期的にはまだまだ困難や迷走を経験しそうですが、なによりも成功事例を積み上げている国がある点が大きく日本との差を広げそうです。
